Master of Science

The Master's degree E-Government is a research-oriented degree program that qualifies in various areas of the adoption of information and communication technologies in the public sector. It builds on competencies in undergraduate computer science courses such as information systems, information management, computer science or similar courses and provides a special master in the design and use of information systems as well as the IT management of governments and public administrations.

In the study, methods and techniques are provided for the holistic design of information systems for IT applications in the public sector for e-government as well as for public participation and use of IT in strategic decision-making and public governance.


The Master's degree E-government focuses in teaching skills and knowledge for the scope of tailored methods and techniques to support the design, the implementation, and the economic use of ICT in government and administration, and the resulting changes in the organizational structures. Multi-disciplinary and holistic design of information systems imprints the training of graduates.

A part of the study will be done in a semester abroad. Therefore various collaborations of the professors are available. Specialized services for E-Government can be found at the University of Leicester, Manchester University, Örebro University, Trent University, TU Delft, just to name a few universities in Europe.

Priorities

The degree course E-Government is focused on the transfer of skills and knowledge for the scope of tailored methods and techniques to support the design, the implementation and the commercial exploitation of information and communication systems in government and administration, as well as the resulting changes in the organizational structures. Multidisciplinary and holistic design of information systems imprints the training of graduates. Three key themes will be focused in the application through the courses.

  • Decision-making und Decision-finding (Policy Formulation): How can ICTs make political processes more transparent and accountable, provide more effective participation for citizens and as well providing instruments for policies to make better informed decisions?
  • Service production und task of performance (Policy Implementation): How can ICT make administrational tasks more effective and efficient? How can the cooperation be structured to improve the service production organizationally, technically and legally, especially across organizational boundaries?

    • Monitoring, control, impact and management (monitoring and governance function): How can the necessary background information for decision-making, service production and baseline data be collected, compressed and evaluated effectively and efficiently by means of ICT? How can interdependencies and technology - Subject "Digital Divide" – be recognized, analyzed and evaluated?

    Profile

    Graduated students of the master program are qualified in particular for senior positions (project management, CIO, connective leadership-positions (facilitators), enterprise architects, system analysts, system designers, information managers in the public sector) in the introduction of ICT in public administration and government committees. Employers can be public agencies, i.e. IT departments and units with organizational and IT functions, as well as private companies providing IT services and IT developments in the public sector. Although the qualification for young scientists in research fields of economic and administrative computer science has to be emphasized.

    Chances

    The demand for graduates of the master program on the labor market must be assessed as very positive. Many government agencies and IT service providers in the public sector are looking for qualified personnel for e-government and modernization projects.

    Due to the existing cooperations with a variety of public facilities und IT service providers in the public sector, both the institute of economic and administrative computer science as well as other colleagues of the department offer good starting points for students to become a potential employer.
